Pongsapat<span style="background-color: white; color: #222222; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 13px; line-height: 18px;"><span style="font-family: Verdana, sans-serif;"><span style="line-height: 18px;">Suan Dusit released poll results today showing Puea Thai gubernatorial candidate Pongsapat Pongcharoen extending his lead over </span>incumbent<span style="line-height: 18px;"> Democrat candidate Sukhumbhand Paribatra to 9.91%. Suan Dusit poll, as well as others, have become the bane of underperforming candidates lately, who <a href="http://www.bangkokpost.com/news/local/335133/pm-yingluck-denies-meddling-with-pollster" style="color: #888888; text-decoration: initial;">suggest </a>the polls are biased and misleading in favor of the Puea Thai party. </span></span></span><br />
<br style="background-color: white; color: #222222; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 13px; line-height: 18px;" />
<span style="background-color: white; color: #222222; font-family: Verdana, sans-serif; font-size: 13px; line-height: 18px;">Clearly, for Sukhumbhand to rally back and win (if the polls accurately reflect reality), he will have to convince most of the remaining undecided voters to vote for him, or something would have to go terribly wrong for Pongsapat. Outside of this, he would need to strike some kind of bargain with other candidates to get their voters to vote for him. </span><br />
<span style="background-color: white; color: #222222; font-family: Verdana, sans-serif; font-size: 13px; line-height: 18px;"><br /></span><span style="background-color: white; color: #222222; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 13px; line-height: 18px;"></span><span style="background-color: white; color: #222222; font-family: Verdana, sans-serif; font-size: 13px; line-height: 18px;">There could also be an <b>X factor</b> - In the 2011 general election, Puea Thai scored well in <a href="http://as%20mentioned%20in%20this%20recent%20article%20from%20the%20bangkok%20post./" style="color: #888888; text-decoration: initial;">exit polling</a>, showing they would secure 25 seats and the Democrats 8. However, after the ballots were counted, the Democrats took 23 seats and Puea Thai only 10. How did this happen? You can imagine with such a major turn in events from the exit polling to the final results a number of theories emerged to explain this...</span><br />

Pongsapat<span style="font-family: Verdana, sans-serif;">This week's addition is the Bangkok University poll, which shows Pongsapat extending his lead over Sukhumbhand from the last poll by 12.6%. Suan Dusit also released a poll at the end of January showing Pongsapat ahead, resulting in a minor backlash from certain individuals who accused the school of polling bias in favor of the government. </span><i style="font-family: Verdana, sans-serif;">Bangkok Pundit </i><span style="font-family: Verdana, sans-serif;">has covered this mini-drama </span><a href="http://asiancorrespondent.com/97093/are-suan-dusit-polls-question-biased-in-favour-of-the-government-and-the-likeability-factor/" style="font-family: Verdana, sans-serif;">here</a><span style="font-family: Verdana, sans-serif;">. </span><br />
<span style="font-family: Verdana, sans-serif;"><br /></span>
<span style="font-family: Verdana, sans-serif;">A few observations: (1) no confirming evidence, but wouldn't be shocked if there was bias in local polling - everything tends to get politicized; (2) margin of error? It's not often that this is reported, so factor that into how serious you take poll results; </span><span style="font-family: Verdana, sans-serif;">(3) nearly every poll, however, puts Pongsapat in the lead so there's probably something to be said about this. He's likely leading and/or we have a cabal of pollsters who are out to get Sukhumbhand? Lean more towards the former than latter; (4) keep an eye out for Puea Thai's reaction if they are leading in the polls right before the election, but then end up losing on election day. There's quite a few voices out there already suggesting covert plots and schemes to "steal" the election - and from both sides. </span><br />
<span style="font-family: Verdana, sans-serif;"><br /></span>
<span style="font-family: Verdana, sans-serif;">Lastly, Sukhubhand provided the media with a little campaign drama last week when he became upset about those questioning his candidacy -<i> The Nation </i><a href="http://www.youtube.com/watch?v=Y4r9rbD2qGg">reported</a>, </span><br />

Pongsapat<span style="font-family: Verdana, sans-serif;">Updating from the last post, ABAC has released new poll results showing that Puea Thai challenger Pol. Gen. Pongsapat Pongcharoen now leads incumbent Governor MR Sukhumbhand Paribatra. ABAC asked Bangkok voters the question - if the election were held today, which candidate would they choose? </span><br />
<span style="font-family: Verdana, sans-serif;"><br /></span>
<span style="font-family: Verdana, sans-serif;">Of the 1,766 surveyed, 41.8% said they would choose Pongsapat, 32.1% Sukhumbhand and 14.3% Independent candidate Lt. Gen Seripisut Temiyavet. The survey notes that Pongsapat's poll numbers have risen from 32.1% before he became a candidate, while Sukhumbhand's have also risen from 31.7%. </span><br />
<span style="font-family: Verdana, sans-serif;"><br /></span>
<span style="font-family: Verdana, sans-serif;">The survey results can be <a href="http://www.mcot.net/site/content?id=5100c870150ba0ab2e0000b6#.UQDeM0rwIiU"><span style="color: red;">found here</span></a>. The pollsters also asked several other questions in the survey. One interesting result was that 80.3% said they want to see a lot of change after the election, which could be telling about who the voters end up choosing. Pongsapat for change?</span><br />
<span style="font-family: Verdana, sans-serif;"><br /></span>
<span style="font-family: Verdana, sans-serif;">If Pongspat, also nicknamed Judi Event, manages to pull this off then it would be a yet another huge blow to the Democrat party, who were soundly defeated in the July 2011 election. On <span style="color: red;"><a href="http://www.bangkokpost.com/opinion/opinion/328950/pheu-thai-seeks-to-end-dems-domination"><span style="color: red;">his nickname</span></a>,</span> he is called Judi and the Event part refers to his media savvy style, which is on full display <a href="http://www.youtube.com/watch?feature=player_embedded&v=wHakfZdj7hg"><span style="color: red;">here </span></a>in this short campaign ad clip. </span><br />
<span style="font-family: Verdana, sans-serif;"><br /></span>
<span style="font-family: Verdana, sans-serif;"><a href="http://www.mcot.net/site/content?id=5100c870150ba0ab2e0000b6#.UQDeM0rwIiU"><span style="color: red;">Photo c/o MCOT</span></a> (If Pongsapat wins, then hopefully he can replace all the old clunker buses like the one he is getting off of in the picture. It would be a huge boost to Bangkok's air quality as well as its image as a modern, progressive city. It is long overdue, as some of those buses look like they were built in the 1960s. Tourists, which are an important driver to the economy, are also quick to cringe and poke fun at these old dinosaurs)</span><br />

Pongsapat<span style="font-family: Verdana, sans-serif;">The campaign for the next Bangkok governor is now in full swing, with the election just a little more than a month away on March 3. The top two contenders at the moment are incumbent Democrat Party candidate M.R. Sukhumbhand Paribatra, nickname "Khun Chai Moo", and Puea Thai's <b><span style="font-weight: normal;">Pol. Gen. Pongsapat Pongcharoen. Also in the mix is dark horse candidate </span></b></span><b><span style="font-family: Verdana, sans-serif; font-weight: normal;"><a href="http://en.wikipedia.org/wiki/Seripisut_Temiyavet"><span style="color: red;">Lt. Gen. Seripisut Temiyavet</span></a>, who previously served as a police commissioner (appointed after coup - 2007-8).</span></b><br />
<div>
<b><span style="font-family: Verdana, sans-serif; font-weight: normal;"><br /></span></b></div>
<div>
<b><span style="font-family: Verdana, sans-serif; font-weight: normal;">Recent poll results from NIDA and the Democrat party give Sukhumbhand a 5-7% lead, while an ABAC poll gives Pongsapat an edge of less than 1%. The NIDA poll has a large number of undecideds at 40.46%.</span></b><br />
<span style="font-family: Verdana, sans-serif;"><b><span style="font-weight: normal;"><br /></span></b>
<b><span style="font-weight: normal;">Puea Thai firebrand and Deputy Prime Minister Chalerm Yubamroong, of course, has his own version of the polls. </span></b>Chalerm <a href="http://www.naewna.com/politic/38310"><span style="color: red;">told the press</span></a> two days ago that an ABAC poll showed Pongsapat leading Sukhumbhand 42% to 26%. In his press statement, Chalerm even went on to say that he thought the lead is even bigger - maybe 60% to 20%. </span><br />
<span style="font-family: Verdana, sans-serif;"><br /></span>
<span style="font-family: Verdana, sans-serif;">Upon further investigation, it appears Chalerm's </span><span style="font-family: Verdana, sans-serif;">has the right numbers but for a different question. The 42.8% to 26.4% numbers come from</span><span style="font-family: Verdana, sans-serif;"> the </span><a href="http://www.chaoprayanews.com/2013/01/20/%E0%B9%80%E0%B8%AD%E0%B9%81%E0%B8%9A%E0%B8%84%E0%B9%82%E0%B8%9E%E0%B8%A5%E0%B8%A5%E0%B9%8C-%E0%B8%8A%E0%B8%B5%E0%B9%89-%E0%B8%96%E0%B9%89%E0%B8%B2%E0%B9%80%E0%B8%A5%E0%B8%B7%E0%B8%AD%E0%B8%81%E0%B8%95/" style="font-family: Verdana, sans-serif;"><span style="color: red;">ABAC poll</span></a><span style="font-family: Verdana, sans-serif;"> asking voters in BKK and 16 provinces which party they would vote for if the general election were held today (not who they would vote for in the Bangkok gubernatorial election). 42.8% of respondents said they would vote Puea Thai, 26.6% Democrat and 30.7% other party.</span><br />
<br />
<span style="font-family: Verdana, sans-serif;">The Democrat party has fared well in the<a href="http://asiancorrespondent.com/95971/2013-bangkok-gubernatorial-race-part-1-introduction/"> <span style="color: red;">past three</span></a><span style="color: red;"> </span>gubernatorial elections, winning in 2009, 2008 and 2004. In the July 2011 national election, they won 23 seats, while Puea Thai only garnered 10 seats. The Democrats also <a href="http://asiapacific.anu.edu.au/newmandala/2011/07/07/the-democrats-in-bangkok/"><span style="color: red;">won </span></a>the vast majority of city council seats in the 2010 elections. Furthermore, some observers say Bangkok voters may prefer to have different parties running the city and national government in order to balance power. </span></div>
<div>
<span style="font-family: Verdana, sans-serif;"><br /></span>
<span style="font-family: Verdana, sans-serif;">This doesn't mean the Democrats are destined to win however. Thai Rak Thai party, Puea Thai's earlier predecessor, <span style="color: red;"><a href="http://asiapacific.anu.edu.au/newmandala/2011/07/07/the-democrats-in-bangkok/"><span style="color: red;">crushed</span></a> </span>the Democrats in Bangkok in the 2001 and 2005 national elections. Sukhumbhand's term in office has not been very remarkable either and a number of <a href="http://www.bangkokpost.com/news/politics/329409/poll-puts-sukhumbhand-in-the-lead"><span style="color: red;">controversies</span></a> currently surround him, such as the DSI investigation into the Skytrain contract extension, an uncompleted futsol stadium and a conflict between the State Railway of Thailand and Chatuchak market. He also <a href="http://www.thailand-construction.com/news/903--construction-news/1388-sukhumbhand-defends-giant-tunnels-ability-to-reduce-bangkoks-flooding.html"><span style="color: red;">took flack</span> </a>for his handling of the 2011 flood and his support for the "giant tunnels". Pongsapat, in comparison, does not seem to carry as much baggage - and personality wise he shows more <a href="http://www.youtube.com/watch?feature=player_embedded&v=wHakfZdj7hg"><span style="color: red;">charisma</span></a>. Bangkok voters may also be looking for a change and a new face to lead them forward. </span><br />
<span style="font-family: Verdana, sans-serif;"><br /></span>
<span style="font-family: Verdana, sans-serif;">Peering back into the 2009 election <a href="http://en.wikipedia.org/wiki/Bangkok_gubernatorial_election,_2009"><span style="color: red;">result</span></a>, Sukhumbhand won with 45.47% of the vote. Puea Thai's Yuranun Pamornmontri finished second with 29.72%, while in third and fourth were Independents MR Nattakorn Devakula and Kaewsan Athibodi with 16.27% and 7.03%, respectively. Today, Nattakorn is a social and political commentator at <a href="http://shows.voicetv.co.th/the-daily-dose"><span style="color: red;">Voice TV</span></a>, which is considered Puea Thai leaning since it's owned and managed by Thaksin's family. <a href="http://en.wikipedia.org/wiki/Kaewsan_Atibodhi"><span style="color: red;">Kaewsan</span>,</a> on the other hand, is a staunch critic of Thaksin and company. If Nattakorn or Kaewsan had not run, one could argue that the race would have been closer - perhaps 52.5% to 45.9%. It will be interesting to see how everything shakes out come election day. </span><br />

Prin Suwannathat. According to Prin, "Now, my daughter Jub Jeep - Palida Suwannathat is in a relationship with Panthongtae Shinawatra - son of the former PM."</span><br />
<div>
<blockquote class="tr_bq">
<div>
<span style="font-family: Verdana, sans-serif;">In the late October cabinet reshuffle, Yingluck appointed Prin to the post of Deputy Transport Minister. He previously <a href="http://www.nationmultimedia.com/politics/General-admits-being-a-friend-of-Thaksin-30193365.html">served</a> as a Chief of Staff and Aide-De-Camp to Defense Minister Sukhumpol Suwannathat before his government retirement in September. </span><br />
<span style="font-family: Verdana, sans-serif;"><br /></span>
<span style="font-family: Verdana, sans-serif;">Perhaps more importantly, Prin graduated from pre-cadet Class 10 alongside Thaksin and served as a commander in the "Wong Thewan" - 1st Infantry Division of the King's Guard - a key division within the army. In 2005, before the coup, Prin <a href="http://www.international.ucla.edu/article.asp?parentid=33705">criticized</a> PAD leader Sondhi Limthongkul for using the monarchy to attack the government and sent a letter to Sondhi's <i>The Manager</i> expressing this view. </span></div>
<div>
<span style="font-family: Verdana, sans-serif;"><br /></span></div>
<div>
<span style="font-family: Verdana, sans-serif;">Prin is a <a href="http://www.dailynews.co.th/article/222/163010">distant relative</a> of Defense Minister Sukumpol Suwannathat. Prin's father Tuanthong once held the position of Permanent Secretary at the Ministry of Defense.</span></div>
<div>
<div>
<span style="font-family: Verdana, sans-serif;"><br /></span></div>
<div>
<span style="font-family: Verdana, sans-serif;">As for the couple, Jub Jeep studied economics at Chulalongkorn University and Cardiff Business School. She has worked at Price Waterhouse Copper and as a financial advisor to state-owned PTT. Prin, in fact, was an <a href="http://www.ryt9.com/s/iq10/1516343">Independent Director</a> at PTT before taking up his cabinet post as well as a <a href="http://www.ryt9.com/s/refb/1524763">Director</a> at Aeronautical Radio of Thailand. </span></div>
<div>
<span style="font-family: Verdana, sans-serif;"><br /></span></div>
<div>
<span style="font-family: Verdana, sans-serif;">Panthongtae is, well, the son of Thaksin Shinawatra. He is quite active in the political scene and at Voice TV. </span></div>

The seven MPs come from the Matchima faction in BJT, which is led by <a href="http://th.wikipedia.org/wiki/%E0%B8%AA%E0%B8%A1%E0%B8%A8%E0%B8%B1%E0%B8%81%E0%B8%94%E0%B8%B4%E0%B9%8C_%E0%B9%80%E0%B8%97%E0%B8%9E%E0%B8%AA%E0%B8%B8%E0%B8%97%E0%B8%B4%E0%B8%99">Somsak Thepsuthin.</a> </span><br />
<span style="font-family: Verdana, sans-serif;"><br /></span>
<span style="font-family: Verdana, sans-serif;">Somsak, 57, is a native of Sukhothai province in the lower north. </span><span style="font-family: Verdana, sans-serif;">Somsak's </span><a href="http://www.ryt9.com/s/refb/169373" style="font-family: Verdana, sans-serif;">participation in politics</a><span style="font-family: Verdana, sans-serif;"> goes back to the 1980s, though it was not until the 1992 post-coup government - led by coup-maker himself Gen. Suchinda Kraprayoon - that Somsak received his first cabinet post as a Deputy Public Health Minister. After Suchinda's fall from power, Somsak held deputy ministerial posts in the Chuan Leekpai, Banharn Silp-archa and Chavalit Yongchaiyudh governments. </span><br />
<span style="font-family: Verdana, sans-serif;"><br /></span>
<span style="font-family: Verdana, sans-serif;">In the early 2000s, Somsak</span><span style="font-family: Verdana, sans-serif;"> was a power wielder in Thaksin's Thai Rak Thai (TRT) party before the courts dissolved it after the 2006 coup and banned 111 of its members for five years, including Somsak. In TRT, Somsak, along with Suriya Junrungruengkit, led a faction called </span><a href="http://www.matichon.co.th/news_detail.php?newsid=1336022412&grpid=01&catid&subcatid" style="font-family: Verdana, sans-serif;">Wang Nam Yom</a><span style="font-family: Verdana, sans-serif;">, which included more than 100 MPs. During the Thaksin administrations, Somsak served as a Deputy Prime Minister, Labor Minister, Agriculture Minister, Tourism and Sports Minister, Industry Minister and Prime Minister's Office Minister.</span><br />
<span style="font-family: Verdana, sans-serif;"><br /></span>
<span style="font-family: Verdana, sans-serif;">After the coup, Somsak, while still under the five-year ban - set up the Matchimathipatai party, which won a meager seven seats in the 2007 election. Nevertheless, the party managed to join the ruling coalition led by TRT's reincarnation party - Palang Prachachon (PPP). In December 2008, the Constitutional Court - in what many observers called a "judicial coup" - dissolved the PPP, Chart Thai and Matchimathipatai, forcing the party's MPs to seek a new party - Bhum Jai Thai (BJT). </span><br />
<span style="font-family: Verdana, sans-serif;"><br /></span>
<span style="font-family: Verdana, sans-serif;">On December 15, 2008, BJT - nothing more than an agglomeration of former PPP factions - with Newin Chidchob's "Friends of Newin" faction at the head - betrayed Thaksin and PPP's new Puea Thai (PT) party by voting for the Democrat party's Abhisit Vejjajiva to replace court-ousted PPP PM Somchai Wongsawat. The shift from the Thaksin camp to the Democrats reportedly came at the pressure of the army chief Anupong Paochinda, who met with the various political stakeholders before Newin's game-changer. Newin may have also harbored his own agenda. </span><br />
<span style="font-family: Verdana, sans-serif;"><br /></span>
<span style="font-family: Verdana, sans-serif;">In the 2011 election, Matchima remained with BJT, but the party only won 34 seats, leaving it in the opposition camp with the Democrats. Ever since, there have been rumors that parts or all of BJT would eventually fold back into PT. </span><br />
<span style="font-family: Verdana, sans-serif;"><br /></span>
<span style="font-family: Verdana, sans-serif;">Now back to the details of the deal. According to the </span><i style="font-family: Verdana, sans-serif;">The Nation</i><span style="font-family: Verdana, sans-serif;">:</span><br />
<blockquote class="tr_bq">
<span style="font-family: Verdana, sans-serif;">"In the initial agreement, Somsak and Anucha Nakasai, both former Thai Rak Thai executives, would first join Puea Thai as members, paving the way for the seven MPs to join the party when a chance permits. The laws do not allow MPs to switch parties during their term or they will lose their status. </span></blockquote>
<blockquote class="tr_bq">
<span style="font-family: Verdana, sans-serif;">As part of the agreement, Yaowapa would nominate Somsak as a minister under her quata when the next Cabinet reshuffle takes place. And when the next election is held, the 7 MPs of Somsak's faction will enter Puea Thai's fold. And the agreement requires the seven MPs to refrain from signing the censure motion."</span></blockquote>
<span style="font-family: Verdana, sans-serif;">The </span><a href="http://www2.manager.co.th/mwebboard/listComment.aspx?QNumber=341586&Mbrowse=9" style="font-family: Verdana, sans-serif;">seven MPs</a><span style="font-family: Verdana, sans-serif;"> from the Matchima faction are: </span><br />
<blockquote class="tr_bq">

<span style="background-color: white; font-family: Verdana, sans-serif;">In addition to Somsak, Matchima's leadership also includes Anucha Nakasai and Wiwat Nitikanchana. </span><br />
<span style="background-color: white;"><span style="font-family: Verdana, sans-serif;"><br /></span><span style="font-family: Verdana, sans-serif;">If Matchima defects, it would certainly boost the position of PT, as well as Yaowapa Wongsawat's Wang Bua Ban faction, as noted by <i>The Nation</i>. </span></span><br />
<blockquote class="tr_bq">
<span style="color: #222222; line-height: 18px;"><span style="background-color: white; font-family: Verdana, sans-serif;">Yaowapa has four ministers under her quota plus a government spokesman. With support from the Matchima faction, her quota will definitely be increased by a Cabinet seat. So, with the presence of Matchima, Yaowapa's faction will definitely become formidable.</span></span></blockquote>

<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;">The Chiang Mai by-election for Constituency 3 took place on Saturday, with Puea Thai (PT) trying to hold onto its seat after former MP Channicha Wongsuwat was removed by the courts for false asset declaration. The by-election turned out to be more off a side-show, as most media were focused on <a href="http://www.bangkokpost.com/news/local/296309/constitution-court-under-fire-over-charter-bill-vote">the battle </a>between the government and opposition over the amnesty and charter amendment bills.</span><br />
<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;">The<span style="background-color: white; color: #222222; line-height: 18px;"> favorite, PT candidate </span><a href="http://www.nationmultimedia.com/politics/Abhisit-campaigns-for-Democrat-candidate-to-Chiang-30182732.html" style="background-color: white; color: #888888; line-height: 18px; text-decoration: none;">Kasem Nimmonrat</a><span style="background-color: white; color: #222222; line-height: 18px;">, </span><span style="background-color: white; color: #222222; line-height: 18px;">lived up to expectations and soundly defeated the Democrat and Puea Pandin candidates. Kasem won with 72,385 votes versus </span><span style="background-color: white; color: #222222; line-height: 18px;">Democrat candidate </span><a href="http://www.nationmultimedia.com/politics/Abhisit-campaigns-for-Democrat-candidate-to-Chiang-30182732.html" style="background-color: white; color: #888888; line-height: 18px; text-decoration: none;">Kulliyakorn Jiamkittiwattana</a>'s 18,975 and Puea Pandin candidate <a href="http://www2.ect.go.th/home.php?Province=chiangmai" style="background-color: white; color: #888888; line-height: 18px; text-decoration: none;">Anucha Rungtranon</a><span style="color: #222222; line-height: 18px;">'s 1,124 votes</span>. </span><br />
<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;"><b>Take Away: </b>This race was a blowout, and perhaps unsurprisingly given the strong connections PT has to the province and constituency (Thaksin, Yingluck, Yaowapha). It appears as well that the vast majority of red shirts came out in support of the PT candidate, showing that there aren't <i>severe </i>cracks in the PT-red shirt alliance, at least in Chiang Mai. However, there was one stat that caught my eye: </span><span style="font-family: Verdana, sans-serif;">Saturday's vote had 16,065 or 6.04% "no votes", whereas </span><a href="http://www.ect.go.th/newweb/upload/cms07/download/3145-2801-0.pdf" style="font-family: Verdana, sans-serif;">in 2011</a><span style="font-family: Verdana, sans-serif;"> there were only 2,931 "no votes" or 2.1%. Would be interesting to know where the big increase came from? @tumbler_p (any insights?) Are these reds?</span><br />
<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;">Voter turnout was lower <a href="http://news.voicetv.co.th/thailand/40777.html">this time</a> around at </span><span style="font-family: Verdana, sans-serif;">73.65%</span><span style="font-family: Verdana, sans-serif;">, <a href="http://www.thannews.th.com/index.php?option=com_content&view=article&id=120794:3-&catid=176:2009-06-25-09-26-02&Itemid=524">versus 86.62%</a> in 2011, leaving PT with </span><span style="font-family: Verdana, sans-serif;">9,065 fewer votes and the Democrats 3,074. It was a by-election so lower turnout is not unexpected. PT's share of the vote rose slightly to 78.2% from 77.3% in 2011, while the Democrat's fell slightly from 20.9% to 20.5% (excluding no votes and spoiled ballots). </span><br />
<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;">Not mentioned in the last post, but possibly noteworthy, is that "Ann", the Democrat candidate, is the wife of </span><span style="background-color: white; font-family: Verdana, sans-serif; line-height: 17px;">Terdsak Jiamkijwattana, also known as "Tong Wihok", a local yellow shirt leader and a community radio host. </span><span style="background-color: white; font-family: Verdana, sans-serif; line-height: 17px;">Terdsak's father Settha was killed in a knife attack in Chiang Mai during a rally by the red shirts in 2008, according to the <i><a href="http://www.bangkokpost.com/lite/news/296311/pheu-thai-celebrates-landslide-victory-in-chiang-mai-by-election">Bangkok Post</a></i>.</span><br />
<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;">Overall, a terrible result for the Democrats, especially after they sent their biggest national politicians to Chiang Mai to support the candidate. In fairness, the Democrats didn't really have a chance to begin with, but you have to wonder about their candidate selection. Perhaps a moderate, not directly linked to the yellow shirts, would have served them better in this area. You also have to wonder if former PM Abhisit's support is now more of a liability for a candidate than an asset. </span><br />
<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;">The result is still unofficial - EC gives 7 days for filing of complaints. </span><br />
<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;">**please comment if any inaccuracies in the numbers, thanks. </span><br />

<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;">Chiang Mai will hold a by-election in Constituency 3 on Saturday June 2 to replace outgoing Puea Thai (PT) MP Chinnicha Wongsawat, who was disqualified by the </span><span style="background-color: white; font-family: Verdana, sans-serif; line-height: 18px;">Supreme Court's Criminal Division for Political Office Holders </span><span style="font-family: Verdana, sans-serif;">for falsely declaring assets. Channicha is the daughter of former PM Somchai Wongsuwat and Thaksin's sister Yaowapha Wongsuwat. </span><br />
<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;">As PT won the seat in the general election last July, they are the likely favorite. In fact, in the last election Channicha <a href="http://news.sanook.com/politic/election/livescore/north/all/4">won</a> in a landslide, defeating the second place Democrat candidate </span><span style="font-family: Verdana, sans-serif;">81,450</span><span style="font-family: Verdana, sans-serif;"> to 22,049. </span><span style="font-family: Verdana, sans-serif;">Chiang Mai is also the home of former Prime Minister Thaksin as well as his younger sister, current Prime Minister Yingluck Shinawatra. </span><br />
<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;">Running for the Democrat party will be <a href="http://www.nationmultimedia.com/politics/Abhisit-campaigns-for-Democrat-candidate-to-Chiang-30182732.html">Kulliyakorn Jiamkittiwattana</a>, aka "Ann". She is 28 years old and works at a community radio station. In the run-up to the poll, many of the party's big wigs have headed to Chiang Mai to lend their support, including former PMs <a href="http://breakingnews.nationchannel.com/home/read.php?newsid=634798&lang=T&cat=">Chuan Leekpai</a> and <a href="http://www.nationmultimedia.com/politics/Abhisit-campaigns-for-Democrat-candidate-to-Chiang-30182732.html">Abhisit Vejjajiva</a>, among others. Here is a <a href="http://www.youtube.com/watch?v=xD0sZDrF6Bk">campaign video </a>with her making the rounds with Abhisit (wise strategy?)</span><br />
<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;">Representing the PT party will be <a href="http://www.nationmultimedia.com/politics/Abhisit-campaigns-for-Democrat-candidate-to-Chiang-30182732.html">Kasem Nimmonrat</a>, a 48 year old local politician, who is <a href="http://www.matichon.co.th/news_detail.php?newsid=1336295754&grpid=03&catid=03">reportedly very close</a> to Yaowapha. Yaowapha is not only Thaksin's sister but also a key player within PT party. He has also <a href="http://www.matichon.co.th/news_detail.php?newsid=1336295754&grpid=03&catid=03">received </a>the blessing of PM Yingluck and Deputy Prime Minister/Interior Minister Yongyuth Wichaidit and several other ministers. Red shirt leaders close to the PT party like former MP Jatuporn Promphan and Deputy Agriculture Minister Nattawut Saikua have also <a href="http://news.nipa.co.th/news.action?newsid=263598">given support</a>. Kasem has previously <a href="http://www.matichon.co.th/news_detail.php?newsid=1336295754&grpid=03&catid=03">served</a> as an advisor to Chiang Mai PAO President Boonlert Buranapakorn. </span><br />
<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;"><a href="http://www2.ect.go.th/home.php?Province=chiangmai">Anucha Rungtranon</a>, 43, is the third candidate, representing the Puea Pandin party. He is listed as a <a href="http://www2.ect.go.th/home.php?Province=chiangmai">farmer </a>by the Office of the Chiang Mai Election Commission. </span><br />
<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;"><b>Take Away: </b>There has been much speculation recently about a growing split between PT leadership (and Thaksin) and various red shirt groups over the different paths to "reconciliation" and other issues such as candidate selection, which may be <a href="http://www.bangkokpost.com/news/politics/290466/red-shirts-snub-pheu-thai-as-northern-by-elections-loom">affecting</a> local elections and resulting in losses. </span><br />
<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;">The concern, for PT party at least, is that red groups will either run their own candidates, resulting in a splitting of the vote, or they may just stay at home and not vote. In both cases, other parties would benefit at the expense of PT. It has also been suggested that reds may vote for another party to show displeasure. <i>Bangkok Pundit </i>has addressed this debate well <a href="http://asiancorrespondent.com/83376/will-disillusioned-red-shirts-vote-for-democrats-and-bhum-jai-thai/">here</a> and <a href="http://asiancorrespondent.com/83375/puea-thais-by-election-and-local-election-problems-part-ii/">here</a>. </span><br />
<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;">On candidate selection, there is a worry that PT's leadership is selecting the wrong candidates. In Chiang Mai,</span><span style="font-family: Verdana, sans-serif;"> some reds reportedly<a href="http://www.bangkokpost.com/news/politics/290466/red-shirts-snub-pheu-thai-as-northern-by-elections-loom"> complained</a> </span><span style="font-family: Verdana, sans-serif;">about PT's candidate selection process, feeling it was undemocratic, driven by nepotism (Thaksin>Yaowapa>candidate) and could lead to an election loss like in Pathum Thani. Instead, they called for a primary system like in the US.</span><br />
<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;">
Views on this issue, however, were mixed among three different red shirt leaders in Chiang Mai - <a href="http://www.khaosod.co.th/view_news.php?newsid=TUROd2Iyd3dNakF5TURVMU5RPT0=">interviewed here</a>. Though, what they all did agree on was that the reds in Chiang Mai would fully back the PT candidate. </span><br />
<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;">This upcoming by-election may test some of these theories to a degree, as what better way to make a protest statement against Thaksin and PT than by withdrawing or shifting your support away from the party in its own backyard - especially given that the seat was previously held by a Thaksin relative and the contesting candidate is known to be very close to Yaowapha. </span><span style="font-family: Verdana, sans-serif;">Stay tuned ....</span><br />
<span style="font-family: Verdana, sans-serif;"></span><br />
<span style="font-family: Verdana, sans-serif;">Note: </span><span style="font-family: Verdana, sans-serif;">Thaksin came out today to <a href="http://www.bangkokpost.com/news/politics/295845/thaksin-says-sorry-for-anger-remarks">apologize</a> for his earlier statements about reconciliation, which were deemed </span><span style="font-family: Verdana, sans-serif;"><a href="http://www.nationmultimedia.com/politics/Red-leader-takes-dig-at-egotistic-Thaksin-30182804.html">"self-centered"</a> </span><span style="font-family: Verdana, sans-serif;">by many of his red supporters. Perhaps his apology will ease some of the underlying tension and animosity. </span><br />
